The project includes capacities and strategies of community mobilization for promotion, investigations and monitoring actions. The UNGASS-AIDS follow up shouldn’t be limited to the existence or absence of policies and programs based on the goals proposed. It may observe the ability of governmental initiatives on promoting changes in the quality of life of people living with HIV/AIDS and of the population with higher vulnerability situation.
