The objectives of UNGASS-AIDS are the result of the 26th Special Session of United Nations General Assembly – UNGASS – on HIV/AIDS, which occurred in 2001, and established a global commitment to combat the epidemic. Along with the objectives, the document defines the terms and indicators to address the crisis of HIV/AIDS in the world, taking into account the particularities of different regions and countries. A new and forward-looking Political Declaration on HIV/AIDS was adopted unanimously by UN Member States on 2 June 2006 at the close of the United Nations General Assembly 2006 High Level Meeting on AIDS. There is a great difficulty in incorporating actions specifically for women in the diverse countries' 
HIV/AIDS National Plans. At the same time, the initiatives in the field of sexual and reproductive health for women have not been effective in preventing HIV infection; neither have they promoted sexual and reproductive rights of women living with HIV.



Therefore, it is necessary to give visibility for civil society monitoring proposals — that show potential and shortcomings of public policies in each country — to effectively face the feminine side of the pandemic. Monitoring the UNGASS-AIDS goals on Women's Sexual and Reproductive Health, through a south-to-south advocacy and research network, has strengthen civil society relation to governments and government agencies aiming at fostering a more comprehensive response to the epidemic.

2010 is the Universal Access deadline. It has not been reached, despite the slow advancement. In 2011 world leaders will do one more review of the HIV epidemic situation in the countries using data produced in 2009. What has improved and what needs to start getting better urgently to curb the expansion of the virus shall be what matters in truthful nature. If things are not done, neither the situation is improving somewhere, the world needs to know and actions must follow to improve the situation.
